Chief Trask gets a 3 year contract


From the City: Today, Mayor Yvonne M. Spicer signed a contract with City of Framingham Police Chief Steven Trask through October 23, 2021. He was appointed as Chief of Police by Mayor Spicer on September 25, 2018, and affirmed by the City Council on October 23, 2018. Trask was appointed Acting Chief on April 27, 2018, following the retirement of Chief Ken Ferguson.
As part of his contract, Chief Trask will receive a total salary of $183,647.50, which represents a 3.5% increase over his former base salary as deputy chief/executive officer, stipends and career-incentive education pay formally known as the Quinn Bill.  
The contract also includes a retroactive payment to April 27, 2018, when he was appointed as Acting Chief. Due to the fact that Chief Trask was unable to take vacation while serving as Acting Chief, the City will allow him to cash out 25 days of vacation.
Chief Trask a has Bachelor of Science in Criminal Justice from Westfield State College and a Master of Arts in Public Administration from Framingham State College. He is also a graduate of the Emergency Management Institute Incident Command Training at the National Fire Academy in Emittsburg, Maryland; Massachusetts Police Leadership Institute; and Senior Management Institute for Police. 

From the Source: Per the contract, the City agrees to “annually provide funds for membership or subscription in appropriate professional organizations, including costs of attending state and national meetings, including, but not limited to: the
International Association of Chiefs of Police, the FBI-NA Associates, the Police Executive Research Forum, the Massachusetts Police Chiefs Association, and the Massachusetts Major City Chiefs Association.”

Under the contract, the City “agrees to pay for the registration, travel and subsistence expenses of the Police Chief for courses, institutes, seminars and conferences that are reasonably necessary for his professional development, subject to the approval of the Mayor.”

Chief Trask, under the contract “shall have the exclusive and unrestricted use at all times during employment of an unmarked automobile provided to
him by the City in connection with the performance of his duties, inclusive of reasonable incidental personal use.”

The Mayor shall review and evaluate the performance of the Police Chief at least once each year, according to the contract.

“Annually, and in accordance with the City’s practice and procedure, the
Mayor and the Police Chief shall define, in writing, such goals and performance objectives as they deem necessary for the proper operation of the Police Department, and shall establish a relative priority among those goals and objectives,” states the contract.

The Mayor must notify Chief Trask, in writing, of her decision to reappoint or not to reappoint Trask to a successive term no later than June 23, 2021.

The next election for Mayor is November 2021.

I'm not saying he dosen't deserve the pay or the increase. I do question why he couldn't take any vacation time during last year. Didn't we have 3 three almost chiefs in the building back then? I also saw the word Quin Bill. I could have sworn we had seen the end of that scam? I liked the part where it says he will be evaluated one time a year, just like every other working person in the US today who makes 183,000 a year. I wonder what goals the Mayor and he have agreed on for FPD in the coming year?
Any suggestions from the marginalized tax payers on this list?

I think every city employee should have a performance plan and they should be reviewed once a year on whether they achieved what they were expected to achieve in that performance plan. Lets face it there are issues at the Police Department that need to be addressed. Hopefully the chief's performance plans lists what he is expected to achieve on those issues this year and what the priority is. how else do you evaluate anyone's performance? That being said, I also think those performance plans for senior staff of the city should be available for the public. Do they exist and if they do can we see them?

I agree with Jim. Why was he not allowed to take vacation which has resulted in him getting paid for an extra 5 weeks of work. At $183,000 a year you are making about $3500 a week. Five weeks adds up to $17,500 extra pay. That is a lot of chump change. Where will that money come from?

I think Town Meeting was told some years ago that empoyee's would be have written reviews. I would think those reviews should be public. After all, the Town Manager's review was in full view of the public when the BOS did his review.

I'll bet the CFO has socked away money in the salary reserve.

I still wonder if there are 9 cops suing the City? I wonder what ever happened to that Brian Siminoe and the two heads of the unions who wanted Trask to not be appointed Chief? And what justification was there to give him such a large increase, when most only got 1 or 2% a year?

Jim, why waste time on Cannon? Do you think he would really try to fix do anything, or is it just something else he can crap on the mayor and COO with?
