From NORML: ground breaking vote
I believe the administration is in favor as well as the Democratic side of the isle in the Senate.
Moments ago, members of the House of Representatives approved the Marijuana Opportunity, Reinvestment, and Expungement (MORE) Act, HR 3617, which removes marijuana from the federal Controlled Substances Act — thereby eliminating the existing conflict between state and federal marijuana laws and providing states with the authority to establish their own cannabis laws free from undue federal interference.
This is a historic day for marijuana policy in the United States. This vote marks only the second time in over 50 years that a chamber of Congress has revisited the classification of cannabis as a federally controlled and prohibited substance, and has voted to close the widening chasm between state and federal marijuana policies.

WOW! Was this as much of a surprise to others as it was to me? What are the chances this will actually pass the House Jim?
