6.2.22 FinCom meeting, it dosen't get any worse
As you know, the charter supporters promised us all that budgets would be thoroughly reviewed and efficiencies would save money. But as you will see, the FinCom group is floundering in it;s own lack of due diligence. Watch the for 12 minutes of the meeting. Poor Mike Cannon can't find the supporting documents on the City web site, other member's are not sure which documents to look at and have spent zero time doing any homework on the budget. The Chair had the meeting stopped for 10 minutes while they figured out what documents to view. It wasn't until 10 minutes in that the 470 page background file was put on the city web site for the public to see.The charter supporters also claimed that the back ground materials would be made available ahead of the meetings.
This general confusion from the CFO, FinCom Chair and the lack of fiscal curiosity among the council will result in wasteful and unsubstantiated spending from now on. And they said Town meeting was not working. I say it worked better than what we have now.

Just another example of how poorly informed and how uninterested some of our elected district councilors are. For 4 years Cannon followed every little tidbit in order to call out our former mayor. Now he can't even find the correct documents. Why didn't he ask how to find them when he was reviewing them in preparation for the meeting you ask? Because he obviously did not review them in preparation for the meeting, and since none of them seemed to know how to find them, clearly none of them came prepared. Our new mayor is being embarrassed by the incompetence of our council members. They got away with it for 4 years because they focused on picking on the former mayor instead of knowing what was going on. Now since most of them supported the new mayor, they can't blame him. But give them time. They will turn on Sisitsky also to cover their ineptitude.
I have not been impressed with Sisitsky's choice for the CFO. But maybe this woman is just smart enough to not do the council's job for them

The only meeting for capital projects. The full council will weigh in on the whole budget soon.
How many millions are we talking about in this one hour meeting?
324 million for operating and capital spending.
324 million of our money as taxpayers and they only talked for an hour and asked few questions? Don't like the sound of that

The mass confusion starts at 37:40, when GK can't find the appropriate documents.
It's painfully clear, the FinCom group as well as the full council has let down the taxpayers as well as the Mayor. They are spending like there is no recession and gas is not at 5 dollars a gallon. Don't ever believe them when they say, they did a great job on the budget, the proof is on demand at Gov TV.
It's always fascinating to watch the two-sided Mike C in action. When it was the black woman mayor he would be going on and on about how unprofessional the staff was if a document was missing, but if its the old white guy mayor its all grins and giggles.
I'm glad you noticed the incredible difference between now and then. And I hope you noticed when talking about no background material for a new 911 communications center, the Mayor told the counsel everything they needed to know.... when the black mayor tried that years before, the counsel was frothing at the mouth.
The way they bow to Charlie is remarkable and is why he likes Mike the best as Mike continually blames all the Cities problems on the past administration.
Jim you would have to be in a coma to not see the difference in Cannon's behavior between the African American woman who was not part of the good ole boy's network and the old white man that was.
