The Mayor's first veto... Council meeting cancelled due to threats made on FB

The Mayor is flexing her muscles... and so is Giombeti over the appointment process. As we've seen, the process is being called into question.  It's a power grab by the council in my opinion.

FRAMINGHAM, MA – Today Mayor Yvonne M. Spicer issued her first veto on a City Council Order. Mayor Spicer vetoed the “Appointments Ordinance” (Order #2019-045) because it is inconsistent with and contrary to the Framingham Home Rule Charter. The Charter defines the role of the Mayor and the role of the City Council for making appointments. Under Article III, Section 3 of the Charter, the Mayor is the appointing authority for a variety of municipal positions and is responsible for defining the process.

Under Article II, Section 10, the Council approves certain appointments made by the Mayor. The Appointments Ordinance proposed by the Council purports to govern the entire course of the process, including those used by the Mayor’s office to solicit, interview and recommend candidates.

“I share the Council’s interest in making the appointments process better for all parties and will seriously consider adopting portions of the ordinance provisions as part of my administration’s policies and practices regarding appointments,” said Mayor Spicer. “However, too many of the provisions in the proposed ordinance restrain me as Mayor from carrying out my role as Chief Executive under the Charter. These provisions conflict with the clear division of legislative and executive powers under the Charter, and until that conflict is addressed, I will not support and will decline to carry out this measure. I am choosing under the circumstances to use my power to veto the Council’s order as it has been presented.”

The City Solicitor has previously provided the Council with a redlined version of the ordinance (May 30, 2019, June 10, 2019, July 13, 2019, and August 9, 2019), providing specific recommendations to address the existing conflicts with the Charter. The Mayor has encouraged the City Council to collaborate with the City Solicitor, herself and staff to revise the proposed ordinance so that it will help both branches of the City government achieve the intent of the ordinance to the fullest extent permissible under the Charter.


For those of you who don't follow the social media platforms, Rizoli made a you tube video, (which I have not seen) slamming the candidates who are running for elected office this year. Of coarse, that lead to others who rail against Rizoli. That lead to racist remarks from people I've never heard of and that lead to the threats. The cops are looking for the individual and I suspect, he'd be in a world of trouble. This country would be better off without FB and the the platforms that allow such ignorance to be seen.


FRAMINGHAM – The City Council meeting was cancelled last night, September 3.
It will be rescheduled to Thursday, September 19.
City Council Chair Dennis Giombeti issued a statement this morning, September 4, just before 8 a.m. to SOURCE

“After a series of offensive, threatening comments by an individual over the past weekend with an abundance of caution I, in consultation with councilors and police, decided to cancel last night’s city council meeting,” said Giombetti.
“In my opinion, and others, holding the meeting was not worth the risk to the public, councilors, and professional staff attending the meeting. In addition, with this climate as well as the extensive police presence as a backdrop, it would not have been conducive to a deliberative meeting,” said Giombetti.
Editor’s Note: SOURCE, and myself personally, were a part of the angry comments and attacks this weekend. I was in attendance at the meeting last night before it was canceled.
The individual who made the attacks had many of his Facebook posts removed by Facebook over the weekend and yesterday. One of his pages was also removed by Facebook.
Police are seeking the individual at this time. But no other information is being released to the public.

so the threat came from someone threatening SMOC. Odd how the two are separate incidents but in the same week.

First Jim I don't think the threat that shut down the council meeting had anything to do with the threat to SMOC. They are two separate instances if you ask me. And second, from what I hear FraominghamSource's online page is where these threats were made. Why does that sight continue to allow such awful postings?

your correct.. two different stories. From what I heard, the Source was busy and left the post up for 2 days. I only saw pieces later on.

I think the DC can override the Mayor's veto with a vote by them, but I haven't read the charter today.

This is going to be a pissing contest between the Mayor and DC. They are both trying to flex their muscles instead of doing the work we are paying them to do. Hopefully with new DCs coming in this madmess will stop, but with people like Cannon still on the DC, I fear this behavior will continue. I can't believe no one if running against him. IF the people in his district think he is doing a good job I would ask them to point out 3 things he has actually done besides argue with the mayor.

Sounds to me like some people with connections went overboard to shut down the rants of someone who was sharing information about these people with connections that they did not want shared. In a world were nothing is secret anymore, some people still have the wherewithal to make sure their secrets are always going to be secret. But it makes me wonder what this guy had on them that made them so scared. Would love to get the information.

I heard all of this started because a candidate had not taken down all his stickers. Typical Framingham. Let's find some petty issue to argue about to avoid having to deal with the many many real issues we face here.

Sounds to me like Petroni is once again making excuses for her mistakes. This time using her sick mother to justify her allowing this to go on. WIth all the friends she has in this community I find it very hard to beleive that no one called or texted her to let her know what was going on. And if she has so many friends, why doesn't she have someone to monitor her sight when she is not able to? I think she knew exactly what was going on and since it got her lots of traffic she let it continue until the posters started going after her, or her friends. Then suddenly she steps in. Not the first time I have seen her do this. Would like to think it is the last, but I doubt it.

his stickers are still on many sign posts around town... and so are many others as well.
I don't get what the fuss is.. if it's littering give him a ticket. Calling him out on FB seems petty to me, as you say, there are so many other things to work on to clean up our community.

Since Horrigan looks like he has not been involved in the political scene lately, its a good guess that the communications were related to the mayor race. His description of a "Stefanini breakfast" was not surprising. And definitely he hinted that there was something improper with Sousa. My guess is that if he releases the communications, the people of Framingham are going to get a glimpse of what's been happening behind the curtain and show what some of the politicos are really like when the camera isn't on them.

Just because horrigan was coming off crazy doesn’t mean he wasn’t telling the truth. It is completely in the best interests of those he will spill the beans on for him to painted as a compete crazy person. Hope Josh will fill us in on the rest he knows.

"A power grab by the council". Of course its a power grab by the council. In the never ending pissing match between the mayor the council. Complete waste of time and energies. Here's an idea, do something for the residents.

Harold used to be a decent guy before the Rizoli's corrupted him. Not he hates everyone just like they do and I'm on their list. I can't force Harold to take down stuff about me from his web site which is many years old now.

Anyone who's lived here for a few years knows the trouble Harold has caused for many in out Town. That's why it's strange to see he is on the group who is taking the class on how to be involved with the City. His public hatred for Jews, immigrants and the Police department should have disqualified him from even being considered.

Josh certainly has his own opinion and is not afraid to let us all know.

Horrigan was legitimately a crazy person, despite any truths he was saying... and made it very easy for his opposition as well as the INNOCENT people he dragged into his manic hissy fit to conclude as such. Not shocked that every article about this debacle that mentioned him by name was scrubbed from the internet.
