Now we find out why Baker has ignored the other problem at the RMV
So the gist of the piece from the Globe would indicate that the Governor's staff paid a lot of attention to the wait times at the RMV after the new software was installed at the RMV. It was a campaign pledge from Baker. And while this was taking much oxygen from the air, the crisis looming over out-of state notifications was being ignored. Now I get it.

Vehicles, state officials gave the initiative a name that evoked a
life-and-death struggle. And the “War on Wait Times” did not go
unwatched.
Baker’s inner circle received daily
reports on how quickly branches turned over customers. His top aide
repeatedly prodded the Registry’s leadership on dips in wait-time
performance or gaps in the data. And one of his deputy chiefs of staff
offered input on details as minute as where a logo goes on a Registry
Web page, according to hundreds of pages of e-mails obtained by the
Globe.
The intense focus that Baker’s office put on Registry queues is now inviting its own scrutiny after the agency failed for years to perform another crucial duty: tracking alerts from other states about law-breaking Massachusetts drivers.
The years of e-mails between top Baker aides and then-Registrar Erin Deveney did not include any discussion about the decision to ignore the out-of-state notifications
— supporting Baker’s assertion that he and his office were not told
about the problem before a deadly crash in New Hampshire pushed it into
public view.

It is the bosses job to make sure the employees work is being done. You don't wait for an employee to come to you and say hey by the way I am too busy to do all the work I am supposed to do so I am just letting you know I am not going to do this important task. The Governor is paid to run the state, not to make sure only that his campaign pledges are kept. Shame on Baker. This is on his plate.

Funny how a reporter for a local paper can do a better job of finding out if state employees are doing their job than the boss of those state employees can. Maybe Baker should hire a Globe Reporter to oversee the state agencies in trouble, which basically is all of them
