Finally the BOH and the Mayor act on masks

The MWDN got the scoop on this last night. For the record here is the url:


The BOH had an emergency meeting last night that was NOT recorded... but you can read the official statement from the Mayor and the BOH on wearing masks any time you are out in public.... Hooray.

And this is the url for information on how to make your own mask.



Now, in accordance with the authority invested in the Board of Health by G.L. c. 111 generally and G.L. c. 111 sections 6, 7 and 104 and 310 CMR 11.05, and in accordance with the authority vested in the Mayor by Art. III, §2 of the Home Rule Charter and her implied and express authority as Mayor pursuant to the Declaration of Local Emergency issued on March 22, 2020, the Framingham Board of Health and Mayor Yvonne M. Spicer, respectively, hereby issue the following further order relative to the operations of essential services in Framingham: Order:
·All members of the public aged two years and older entering any essential businesses as defined by Governor Baker’s COVID-19 Order No. 13, including but not limited to grocery stores, pharmacies, laundromats, home improvement stores, restaurants (including exterior pickup sites), shall wear a clean face covering, such as a fabric face mask, scarf, or bandana, over their mouth and nose, and exercise social distancing in accordance with CDC guidelines. Operators of essential services shall ensure their customers are in compliance of this requirement.
·All employees of all essential services shall wear a clean face covering, such as a fabric face mask, scarf, or bandana, over their mouth and nose, and exercise social distancing in accordance with CDC guidelines. Operators of essential services shall ensure their employees are in compliance with this requirement.
·All members of the public aged two years and older entering, exiting, or occupying common areas of any multi-unit residential or commercial building shall wear a clean face covering, such as a fabric face mask, scarf, or bandana, over their mouth and nose, and exercise social distancing in accordance with CDC guidelines.
· All nonessential service departments (such as floral, jewelry, furniture, etc.) within a grocery store or box store shall be closed.·Additional best practices should be employed by essential businesses as defined in Governor Baker’s COVID-19 Order No. 13 to the maximum extent possible in order to enhance social distancing in grocery stores, pharmacies, and box stores:
o Offer home delivery options and encourage online ordering and payment
o Provide public announcements every 30 minutes to remind shoppers to wear cloth face covering, keep physical distance, avoid crowding, keep distance at check-out, and not load items onto conveyor belt until the customer in front has finished their transaction.
o Consider relocating high demand items to limit the amount of time customers are in the store.
o Establish one-way only flow for aisle shopping

How will this be enforced? And what happens to people who come to Framingham from somewhere else without a mask because they don't know this is in place?

my guess is that any store will post large signs on the entrances, like many do about shoes and shirts must be worn before entering the store or no one under 18. For the very few unaware, self absorbed, idiots from somewhere else.. I say...to bad for them.
Maura Healy has said that it's only a recommendation... I say, in this case... in a national emergency... the BOH trumps the AG's office.

If people would just stay home as they have been asked to do we would not need these types of orders. I don't get it when I am in the grocery store to pick up essentials and I see an entire family there, no protective equipment, wandering around the aisles as if they really don't know what they are there for. How can people not be taking this more seriously.

I agree...I remember when mine were young too... toddler's may be a problem.... but they maybe should not be going to the stores with old people like myself in them. We know from the BOH, young kids can get this. I'd be terrified to bring my 2 year old grandson into any store.

About time we see this coming into play. We are facing a crisis like no other and we need to do whatever we can to flatten the curve. Masks, gloves and social distancing are the only ways to do that so get on board people. This is our new reality.

Employers will be required to provide PPE for all employees. Like many now who provide safety shoes, safety glasses, ear protection, hard hats, etc, etc. Employers will be faced with huge workers comp case settlements if employees were not provided safety equipment, to everyone, including part timers and contract personal.

So the answer is yes... any business who pays for workers comp will be mandated to provide safety equipment if they want to stay in business.

Isn’t Framingham self insured for workman’s comp? A few city employees die of this and all of us won’t be able to afford our property taxrs

The Town was self insured... I can only assume the City did the same thing. Cops and Fireman have their own type of workers comp insurance. Speaking only as a layman, I would think if we lost any City employee's due to the virus who were not issued PPE, we would pay the price. I believe we have a 5 million or so insurance plan to cover the disasters like the one we are in now, but if a 30 year old employee, dies from covid, making 60k a year... we would be paying a settlement for 40 years of salary.

We are all on a new normal and there will be glitches. We need to listen to the experts and do all we can to protect ourselves and others. Not easy but certainly necessary. So stop complaining and be grateful if you are not sick

I've seen the New York Times reporter talk about the lab theory. Given that we are talking about China and their need to deny and cover everything up, I"ll wait to see if independent scientists will come forward and report that the virus was being developed or worked on in the lab over there.
One cant trust much from China as it was, but they have made a rule that ALL science related information that the Chinese have will go to a special government group who will make sure it doesn't leak out. My hope is that it will soon.

As bad as China has been and continues to be, I can't imagine why they would want to destroy their biggest customer the USA. China is 17% of our economy. I can't imagine what Trump would do if the virus came from a lab.

I'm hoping the Mayor will do a reverse 911 to all phone numbers in Town.
The MWDN. which is free to read on-line about Corona 19 news has daily updates.
the Source did a piece on it... but did a great disservice in using the AG's office to not comply with the mask requirement.
Patch I believe did as well
If by now people are not engaged...I'm not sure what else the authorities can do.

having worked in labs that required full PPE protection I can attest to the level of protection that stuff provides. And working on instruments that can by accident aerosol liquids that would contaminate whole rooms, I think I get what they talk about being protected.

My guess is that when this all started, no matter the place, no one was prepared well. I can only presume that entire areas of ER's, patient rooms, hall ways, etc, were flooded with air born particles of the virus. There may have been no way to get away from it. Unless you had on a re-breather respirator or O2 tanks, your face mask might not been enough to stop a micron size droplet from being inhaled.

Sounds like you have some knowledge about how this all works, and those bits of info are useful in understanding the overall picture and why masks and gloves are so important. Some people are willing to follow guidelines because they know the people telling them to do that are smarter than they are in this particular area. Other people think they are smarter than everyone else. It is time that later group recognizes that they are not the smartest and that they need to listen to those who are.

I just read your comment about what MWD and Source posted. Although I subscribe to MWD, I do sometimes check out the Source on line. No disrespect intended, but reporters are tasked to report the news, not influence it. That is not the case with what I often see in the Source. They either posts exactly what a press release says, or what others are saying. What they don't do is dive into a topic and write about the backstory, or even validate what they are told. That is fine as long as they recognize that. I urge people to look somewhere else for accurate and documented news. in the news, it is not most important to get it first, it is most important to get it right. So if you want high school sports scores, no one does it faster than the Source. If you want to read the mayor's press release, you can probably see it first on Source. However if you want in depth reporting, and unbiased news, then I hope you are going to another news source.

Anyone able to explain that table that shows the number of cases per city? I don't follow that second number that has Framingham at 353?

they use that as a reference point. Cases per 100,000. Since Framingham doesn't have 100,000 residents, they divide the number of cases by our population which is around 353.

IMO... we are not. The cases in Nursing homes will soon explode. The prison will continue to report higher numbers and I'm almost afraid to say there will be more front line health care workers and grocery store employee's. If people are going to ignore social distancing and wearing of masks in public spaces, we may not flatten our curve for a while. I hope I'm wrong, but there seems to be a real challenge towards what simple rules the BOH has asked us all to abide by from otherwise smart people.
