It's been a month since Jasmyn Beatty was found dead at Halstead Apts
The MWDN did a story on this terrible crime against a women at the Halstead Apartments on Rte 9. The reporter interview a few residents and got from them that there are no cameras in the entrances and the locks are rarely working. Attempts to reach the owners in another state have not been successful.
No one from the council or FPD has made any statements about the security there or anywhere else in Town. I found out that there is a building code law that requires the owners of buildings to maintain entrance locks and fined considerably if they don't. I've written to Mike Tusino for clarification.
So while the king of ordinances flexes his muscle and creates rules that may restrict residents in some way, why not an ordinance for apartment buildings over 10 apartments that all must have 24-7 camera surveillance at the entrance doors. And at very least, all entrance doors must have working locks.

Great suggestion Jim. Let's see how long it takes the Council or the Mayor to put something like that forward, but I would not hold my breath if I were you.

In an apartment building setting like Halstead, The State Housing Code would apply which is enforced by the local Health Department. Also, when we were a town, Town Meeting passed an inspection by-law which required a public health inspection of each vacant apartment prior to a new tenant moving in. so the health department probably visits that building frequently.

I would have not guessed the BOH had anything to do with security at apartment buildings. I will write to them now and ask what the plan is to deal with the owners. That's district 6, Phil O is the rep there.

I understand that the BOH inspects apartment buildings for door lock compliance. I'm wondering when was the last time the BOH inspected 1610 Worcester Rd, Framingham, Halstead apartments? And how often during a year do you inspect them?
Please let me know if I need to file a FOIA request.
Be sure to let us know what they say. Seems to me everyone is just passing the buck and making it someone else's job to address this issue. Meanwhile, a young woman is dead
Can they also be required to put in cameras? Seems that is the least they should be doing in light of what happened there.
If the BOH has NOT already addressed this issue, which it appears they have not, then how do we make sure they do their job?
You know.. if the BOH can mandate cameras for pot shops... why not apartment buildings.

Thank you for contacting the Framingham Public Health Department. My name is Robin and I’m the Environmental Health Manager with the Framingham Public Health Department. The Health Department conducts inspections at apartments when we receive a complaint from the occupant. Depending on the type of inspection, certain areas may or may not be checked. It depends.
It appears we have two active cases (order to correct) at Halstead, not 1610 Worcester Rd., where the door lock device was cited – No intercom/release button in the unit and the buzzer system was tied to the occupants phone.

So there are state regulations that the BOH lives by.
DEPARTMENT OF PUBLIC HEALTH 410.480: Locks
The owner shall provide, install and maintain locks so that:
(A) Every dwelling unit shall be capable of being secured against unlawful entry.
(B) Every door of a dwelling unit shall be capable of being secured from unlawful entry.
(C) The main entry door of a dwelling containing more than three dwelling units shall be so designed or equipped so as to close and lock automatically with a lock, including a lock with an electrically-operated striker mechanism, a self-closing door and associated equipment. Every door of the main common entryway and every exterior door into said dwelling, other than the door of such main common entryway which is equipped as provided in the preceding sentence shall be equipped with an operating lock. (M.G.L. c. 143, § 3R.)
(D) Every entry door of a dwelling unit or rooming unit shall be capable of being secured from unlawful entry.
(E) Every openable exterior window shall be capable of being secured.
(F) Locking devices shall comply with the requirements of 780 CMR 1017.4.1 to avoid entrapment in the building.
